Climate Change and Water 2008-06-01

The Intergovernmental Panel on Climate Change (IPCC) Technical Paper on Climate Change and Water addresses the issue of freshwater. Climate, freshwater, biophysical and socio-economic systems are interconnected in complex ways. Hence, a change in any one of these can induce a change in any other. Adaptation options designed to ensure water supply during average and drought conditions require integrated demand-side as well as supply-side strategies. However, Several gaps in knowledge exist in terms of observations and research needs related to climate change and water.

Water and Food Security in the River Nile Basin: Perspectives of the Emad Adly and Tarek Ahmed 2008

This Paper discusses the views in Egypt, the ma-jor downstream country, on water and food security challenges from both governmental and non-govern-mental perspectives. It presents their visions and plans for the future, analyses their strategies and poli-cies and attempts to find means of reconciling tradi-tionally opposed and diverging approaches. Prospects for collaboration and complementarity should shift from the traditional unilateral supply-driven central-ized approach to more effective participatory, de-mand-driven and consultative policies and action in the framework of a continued regional dialogue. This complex and challenging relationship should be ex-tended from the national to the regional level, allow-ing countries of the Nile Basin to share their con-cerns, responsibilities and visions.

Prospects for productive use of saline water in West Asia and North Africa 2006-06
This Comprehensive Assessment Research studies the potential to use saline water for irrigation in Egypt, Jordan, Syria and Tunisia concludes that it is technically feasible but its economic viability remains to be established. Expert opinion suggests that saline irrigated agriculture is most likely to succeed in the West Asia/North Africa region as a complement to small-scale mixed livestock and cropping farming systems.

The Handshake: Why Do Governments and Firms Sign Private Sector Participation Deals? Evidence from the Water and Sanitation Sector in Developing Countries 2006-06
This paper uses a new dataset, “WATSAN,” of Private Sector Participation (PSP) projects for water and sanitation in developing countries to examine the determinants of the number of projects signed per country between 1990 and 2004. The new dataset improves on existing sources in particular in its coverage of projects with local investors and provides adequate data for crosscountry regression analysis.    

Cities versus Agriculture: Revisiting Intersectoral Water Transfers, Potential Gains and Conflicts 2006-05
This report examines the nature and importance of urban water scarcity and how cities secure funds for the development of their water infrastructure. It investigates whether recurrent water shortages in cities have anything to do with agricultural water use; and assesses whether significant allocation stresses warrant the view that large economic gains can be realized through reallocation.

Economic Instruments for Water Demand Management in an Integrated Water Resources Management Framework 2005

On June 14 and 15, 2004, the Policy Research Initiative, as part of its Sustainable Development Project, held a symposium on the use of economic instruments for water demand management, specifically pricing, taxes, and markets. Over 60 participants – international and Canadian experts, as well as interested policy makers from the federal, provincial, and municipal governments – gathered in Ottawa to examine the situation in the municipal, agricultural, and industrial sectors. Discussions ranged from pricing and taxes for demand management, to the use of water markets to better allocate the resource between competing uses.

This report summarizes what is known and what can be learned based on presentations and discussions made at the Symposium, a number of which examined current practices. Other literature (not exhaustive) was also consulted to place the discussions in the appropriate context. This report is thus a synthesis of the main policy issues around the application of some economic instruments for water demand management in the municipal, agricultural, and industrial sectors and for water allocation among those sectors. The views are not necessarily those of individual participants in the Symposium. Where a symposium presentation is used, it is referenced as (Author, Symposium).

The internal water footprint of a nation is the volume of water used from domestic water resources to produce the goods and services consumed by the inhabitants of the country. The external water footprint of a country is the volume of water used in other countries to produce goods and services imported and consumed by the inhabitants of the country. The study aims to calculate the water footprint for each nation of the world for the period 1997-2001.

This publication documents WDM research activities in North Africa and the Middle East, Western and Central Africa, Eastern Africa, and Southern Africa. It also identifies social issues stemming from the application of specific WDM options and, generally, discusses the nature and scope of WDM as a field of study.

Knowledge, Attitudes, and Practices of District Irrigation Engineers in Egypt: Impact Survey Final Report 1997
This publication was prepared for USAID/Egypt by the Environmental Education and Communication (GreenCOM Egypt III) Project and the Water Communication Unit (WCU) of Egypt’s Ministry of Public Works and Water Resources (MPWWR). Training of district engineers was one of the focal activities of GreenCOM III. The training program was divided into three phases: a one-week training session, a reinforcement period, and a second one-week training session.
